Notice on Further Specifying the Health Management Measures for Travelers Coming

According to the Notice on Further Specifying the Health Management Measures for Travelers Coming or Returning to Jiangsu during the Spring Festival Holiday, which was jointly released by the Prevention and Control Section and Society and Community Prevention and Control Section of Jiangsu Novel Coronavirus Pneumonia Prevention and Control Leading Group, Jiangsu Province has updated its health management measures towards five groups of people who are coming or returning to Jiangsu during the upcoming Spring Festival holiday.

1. Inbound travelers

Jiangsu Province will carry out “14+14” health management measures for all the inbound travelers. That is to say, inbound travelers must undergo an additional 14-day home-based medical observation after the first 14-day quarantine at designated places. The travelers need to take nucleic acid tests respectively on the third (48 hours after the beginning of observation) and 14th day of the observation period; they will be included in the routine management if both the tests show they are not infected with the virus.

For those who have entered China from outside Jiangsu and return to Jiangsu within 14 days after they come out of quarantine, they should undergo home-based observation as from the day they reach Jiangsu and take nucleic acid tests within three days after entry; they should take another nucleic acid tests on the 14th day when they come out of quarantine.

Those who entered China via “fast tracks” should also conform to the above regulations and the closed loop management will be extend to the 28th day after entry. They should cooperate with nucleic acid tests as well. During the home-based observation and closed-loop management, they will be banned from leaving their houses or the designated places. In addition, testing before the first 14-day quarantine ends should be a parallel one that uses two reagents of different brands.

2. Employees of cold-chain and other high-risk industries

For those who are coming or returning to Jiangsu, they should present negative nucleic acid tests results no older than seven days if they are engaged in high-risk work such as loading and unloading, carrying, and transporting cold-chain products (including cold-chain foods); those who fail to present the negative results will be transferred to sampling sites via designated vehicles and receive nucleic acid tests there. They should undergo 14-day home-based observation and take nucleic acid tests respectively on the third and 14th day of observation; they should take and report body temperatures to the residential communities twice a day, avoid organizing or participating in meetings, gatherings, in-person instructions classes or other group activities conducted by schools or training organizations, etc.; they should also refrain from entering such indoor enclosed places as dancing halls, bathhouses, movie theaters and internet cafés. They should wear face masks while going out, avoid using public transport, practice one-meter social distancing and refrain from going to crowded places or participating in mass gathering.

3. Travelers coming or returning to Jiangsu from medium-risk and high-risk areas

For those who have been away from the medium-risk and high-risk areas for 14 days or longer, they will be given nucleic acid tests as of the day they are detected and then take home-based observation until they have been away for 28 days. During the observation period, they should take and report body temperatures twice a day and take another nucleic acid tests on the day when the observation ends. For those who have been away from the medium-risk and high-risk areas for less than 14 days, they will first receive quarantine at designated places until they have been away for 14 days. During the quarantine period, they should carry out self-health monitoring and take two nucleic acid tests (one on the day they are detected and the other on one day before the quarantine ends); the latter testing before the quarantine ends should be a parallel one that uses two reagents of different brands.

After the quarantine, these travelers should be subject to the management of community grids and take home-based observation until they have been away from the medium-risk or high-risk areas for 28 days. During the observation period, they will be given nucleic acid tests respectively on the third and 14th days; they should take and report body temperatures to the residential communities twice a day, avoid organizing or participating in meetings, gatherings, in-person instructions classes or other group activities conducted by schools or training organizations, etc.; they should also refrain from entering such indoor enclosed places as dancing halls, bathhouses, movie theaters and internet cafés. They should wear face masks while going out, avoid using public transport, practice one-meter social distancing and refrain from going to crowded places or participating in mass gatherings.

4. Travelers coming or returning to Jiangsu from the cities with medium-risk and high-risk areas

Travelers who are coming or returning to Jiangsu from the cities (or districts and counties of centrally administered municipalities) with medium-risk or high-risk areas should present negative nucleic acid test results no older than seven days; those who fail to present the negative results will be transferred to sampling sites via designated vehicles and receive nucleic acid tests there. Travelers should take body temperatures twice a day.

5. Travelers coming or returning to Jiangsu from other low-risk areas

Those who are coming or returning to Jiangsu from other low-risk areas should take proper self-protection measures and take body temperatures twice a day. Those who are returning to rural areas in Jiangsu should also report to local village committees on the very day of getting home.
